HOUSTON PUBLIC RECORDS · ORIGINAL SOURCES
Houston city contracts, payments and public funding
Read published contract rows alongside available original agreements and public financial reports. Compare the actual fields and reporting periods before drawing a conclusion about public money.
Read the agreement behind a table row
Housing recovery records link to available original contract documents. The atlas preserves source pages and publication references so you can inspect the document instead of relying on a contract label alone.
Keep financial measures separate
Contract amounts, reported payments, project estimates, annual revenue and debt are different measures. Repeated contract totals must not be added together as city spending. A similar payee and contractor name does not, by itself, allocate a payment to a contract.
Available evidence and coverage
Counts describe stored source records, which may include repeated report appearances or document pages. They are not counts of unique projects, businesses or incidents.

- 2015-04-03 → 2029-02-22
- Retrieved

Coverage and limitations
- Contract amounts, CDBG-DR amounts and orders are different measures. Repeated total contract amounts must not be summed as city spending.
- Execution/end dates and identifiers can be missing or inconsistent. Original values are retained; malformed dates are not repaired.
- The column labeled DUNS also contains other formats. It is not treated as a verified global company identifier.
- A contractor name is a reported role on this table. Cross-source name matches do not establish legal identity, ownership, individual votes, lobbying or influence.
- Document links are provided as published. Their current availability and full contents are not independently verified by this table connector.

Coverage and limitations
- 23 of 223 eligible attachments were acquired or revalidated in this check; 200 failed or exceeded bounds. 14 non-PDF links are not acquired. Earlier successful documents are retained with their original dates.
- A table link establishes a publication reference, not an individual vote, payment, ownership or role for everyone named.
- Document dates are not inferred from filenames, parent execution dates or download times. Inspect the original document for dates and scope.
- Signatures and scanned text can be graphical. Original page layout remains authoritative; no handwritten names or current official identities are substituted.
- Purchasing search pages and documents outside the configured PDF scope are not acquired. Missing attachments and failed acquisitions remain explicit.
- Previous documents whose links disappear remain readable as historical evidence. Removed parent links are not republished as current references.

- City of Houston · City Secretary
- Record dates
- 2024-01-09 → 2026-08-19
- Retrieved
- 2026-09-23
Coverage and limitations
- The source heading says contracts awarded, but individual rows can be TAGGED or contain incomplete action details. The heading does not prove every listed item was approved.
- A page can contain multiple vendors, people and continuation rows. Text proximity and a shared page do not establish that every person belongs to every business.
- Agenda dates, row action dates and contribution-restriction periods have separate meanings. No individual vote or payment is inferred.
- A person listed as required to report is not thereby established as a donor, owner, lobbyist, or subject of misconduct.
- Some archive link labels and source month spellings contain errors. The original heading and page text remain available; dates come from the document heading.
- Missing or unreadable linked documents retain earlier successful pages when available, with their original retrieval dates.

- City of Houston · Controller's Office
- Record dates
- 2026-01-02 → 2026-04-06
- Retrieved
- 2026-09-23
Coverage and limitations
- A payment payee label is not proof of the same legal entity as a similarly named contractor. No payment is allocated to a contract, project, vote or lobbyist.
- The source supplies date, payee and amount without a transaction ID. Identical rows remain flagged; no spending totals or distinct-transaction counts are asserted.
- An empty query does not establish that a company received no city payments. Abbreviations, renamed organizations, source coverage and dates can prevent matches.
- Organization seeds are bounded to the configured contract dataset and legal suffix rules. Individual payees, unrelated partial-name results and unsupported labels are excluded.
- The form default end date is recorded separately from the requested range and observed payment dates; a recent retrieval is not proof of current source coverage.

- Texas Comptroller of Public Accounts · local-government submissions
- Record dates
- 2021 → 2025
- Retrieved
- 2026-09-23
Coverage and limitations
- Local governments supplied these figures. Blank values are not zero; reported balances, revenues, expenses and debt are different measures.
- Repeated basic rows and repeated financial fields across detail rows are not additional money. No total is calculated across reports or revisions.
- A reporting year is not a submission or retrieval date. Multiple reports for a zone/year may coexist and must be compared rather than added.
- Previous IDs can be inconsistent across zones. No revision relationship is inferred from that field.
- 1900 dates are documented source placeholders. Expiration dates and reported zone status do not independently establish current closure.
- The annual export uses true/false in the subdivision-name column; no subdivision identity is asserted. There are no parcel, project-recipient, contractor or beneficial-ownership links in this extract.
